HardwareZone and ExtremeTech tested graphics cards based on the ATI Radeon X1650 (~ US$150). The cards were the GeCube Radeon X1650 PRO Platinum and a X1650 XT reference card.
Based on our findings for the GeCube Radeon X1650 PRO Platinum, we have to conclude that the Radeon X1650 PRO is the Radeon X1600 XT made good. The most glaring flaw, that noisy reference cooler is gone for good. The increased clock speeds don't sound like much and as we found out through GeCube's mildly overclocked Radeon X1650 PRO Platinum, the performance boost wasn't much either. ... there's really only one question: Is the Radeon X1650 XT the best $150 card you can get? The answer is no: The GeForce 7600 GT is the best card at that price. The 1650 XT is a close second, and while that's not too shabby, there's no good reason to buy a second-place card these days. If you're considering this card, we suggest spending that extra $50 for the Radeon X1950 Pro instead, which will get you a lot more bang for your buck. As the articles state, for the $150 price range, you are better off getting an Nvidia GeForce 7600 GT card. And if you really are looking into getting an ATI-based card, the Radeon X1950 Pro is worth the extra $50.
